Clay is a recently formed incorporated city in northeastern Jefferson County, Alabama, United States. Local government is run by a mayor and city council. Before incorporation on June 6, 2000, it was a census-designated place (CDP). The population was 4,947 at the 2000 census. Since incorporation, the city has accumulated a large amount of debt under the leadership of mayor Charles Hart, increased its population by annexing residential subdivisions and the large community of Chalkville.
